Irradiance-optimised tracking: gain threshold

What it is

The flat plane's irradiance must exceed the tracking rotation's by at least this fraction before the tracker goes flat. It keeps the tracker from moving for a near-zero gain. Only the flat_switch method reads it.

Typical values and how to get it

0.05 (5 %), the default, from pvperf's flat-switch rule. The range is 0 to 1.
