The monthly mean relative humidity, for the snow model when the weather has none

What it is
The mean relative humidity of each month, used by Townsend's snow model only when the weather file has no humidity column. With a humidity column, the model takes the monthly mean of the file's values instead.
Typical values and how to get it
From the weather file when it has humidity; otherwise from a climate normal. If not given and the file has no humidity: the snow step is not available.
