What it is

The start time of the first interval when the series is given as a uniform index with a step instead of explicit timestamps.

Typical values and how to get it

Any non-leap year for a typical year, such as 1990, which the upload parser uses; the real year for a measured file. If not given: not used when the timestamps are given. A series needs either timestamps, or a start and a step.
