Wind speed, per interval

What it is
The wind speed averaged over each interval, in metres per second. Wind cools the modules. Weather-station wind is measured at 10 m above ground.
Typical values and how to get it
The values come from the uploaded file. Values the upload fills in: a file without a wind column gets 1.5 m/s at every timestep, and the parse report says so; a missing or negative value takes the previous timestep's value (1.5 m/s before the first valid one), and the report counts them.
